Clearly our species is less than perfect.

If we believe in a perfect god. We know he made a perfectly balanced universe, and (initially) made a perfect creation in humanity. He WANTED man to be perfect. This was his original intention.

So why, if god has the power of perfection at his fingertips, does he tolerate his own creations being so imperfect, especially when he designed to be perfect in the first place? Does he want us to suffer?

Having learned from his mistake, why not wipe the slate clean and start over?

You think you can come up with a more complex human speciman than your Maker?? Well, the world of science is waiting for you to do just that. Hasn't happened yet and never will.
Suffering and God. Sin is to blame. Sometimes we sin against God, against our own bodies, against others. The results of that is our suffering. How does God get the blame? He is angry with the wicked every day and sees the suffering. One day they will be rewarded for every evil deed they've done. He has wiped the slate clean before because man's heart was on evil continually. The next time, it will simply be the end of time and satan, the one who inspires evil, will be cast into his own lake of fire forever. Also, Job's suffering taught him that God will allow us to be tested sometimes but He is in full control and wants us to learn empathy and to trust Him with our lives completely. If we give this life up for the sake of the gospel of Jesus, it is a drop in the bucket to the rewards and the eternal life that waits us. This life is a few days of trouble a wise man once said.

Taking into the account that God may or may not exist but in this question we believe that he does exist, so I will answer in on context that there is a God. You seem to forget that he also created nature, which is far more perfect than man can ever be. Humanity is created by human for humans, God created humans, and gave them free will. Unforntally most of the troubles caused by war, rape murder are only found in humans and not in nature.

Oh HE does that again and again wipes them out with plagues and war and natural disasters etc. But He gives them unlimited chances to Love Him. Life after life. But God is love and actual love means free will. He gave us the law and we can show our love for our self and Him by following but that is our idiocy. He is perfect and so are we. We are covered by layers of illusion. You can understand everything if you read the Vedas everything is there to understand The Absolute truth. The SrimadBhagavatam and Bhagavad Gita and Sri Isopanisad by Bhaktivedanta Prabhupada. But if you don't want to believe then nothing will be revealed no matter what you hear or read. Spiritual Knowledge is revealed knowledge due to sincere seeking and service.

Well whether you believe in God or not man has free will. Man is an imperfect being, I leave this up to you to determine whether that is part of your perfectly balanced universe.

God created MORE than just humanity. Look up at the night sky, look around you (nature, birds, wild animals, trees, flowers), and think about how mind blowing this is....TRILLIONS AND TRILLIONS AND TRILLIONS OF PLANETS IN OTHER GALAXIES TRILLIONS AND TRILLIONS OF LIGHT YEARS AWAY!!! God did this all!!! I hope I made you think twice! God is so powerful, that humans can't understand or comprehend the concept of God. God's strength and power is extroardinary!

He made us just the way He wants us.

Each person needs to use their talents, their gifts, for God. He gave you EVERYTHING you have--your house, your bed, your job, your family--He wants you to honor Him with your glorifying Him through your talents, your time, and your tithes.
We need to win others to Christ before it's too late.

god doesn't cause us to suffer, Man caused himself to suffer by SINNING, we make the choice to REBEL against god, thus we suffer, because we don't know what is best for us>
