The person probably likes you but is very shy and is hoping you will smile. What does it mean for you, as a participant? Do you smile or just stare intensely? The person is probably wondering as much as you. One of you has to stop looking, or make a move.

its diff... i can usually tell what a person is thinking just by looking into their eyes. it depends how they look/stare at you.
