yes and no. if you play a disk and it skips a few times then jumps over it...then no not really. If the disk is badly scrached and can not seem to "jump it" it will continue to try anywere from 30sec to until you manually shut the player off, then the answer is yes because i have personally gone through a quality player that same way. so if its a quik skip no biggy, but if its a scrach thats making the player bug out stop useing it. It may not break right away but its not gunna help.

A DVD player reads discs through a laser. It's not like a record player, where there is a head/needle making contact with the disc. So, no, you cannot ruin a DVD player with a scratched DVD. But, you can ruin a DVD player, if it is dirty or dusty because that can interfere with the mechanics or laser of the DVD player.

No, not at all. The only thing that touches the scratched area of the disc is the laser and that is not a physical connection.
