The thing is that different foods need different amounts of heat for them to be properly toasted. This will depend on the density of the food, the chemical composition of the food and how much moisture is in the food.
Something fairly dry with a high burning temperature will need more heat for longer to get to a state of hot, crispy goodness.
My day-old baguette needs a toaster setting that would burn a normal slice of bread to a crisp.
This is what I think at least. And I've been toasting for many, many years.

The toaster has multiple settings because you can toast more then toast in a toaster, like begals and waffles and sometimes these items can be cold, hence the higher setting.

The setting is for people who like to toast the heavier bread types like dark rye. The higher setting is needed to properly toast the bread.

Why does 24 hour gas stations and wal-marts have locks on their doors? Because just in case they need to close they can close. Same thing...just in case someone likes burnt toast they have the setting.
