What I mean is... is it possible to make a short film (with a video camera) and then during editing, make it black and white with SOME color.

EX: a black and white scene where a guy is holding a bright red rose

You certainly could do it, but there really isnt a simple way of doing it. As you know with video there are three channels which make all the colors you see: Red, Green and Blue. If what you are asking is if you can say subtract the green and blue channels only to leave red, well you would certainly have your red roses, but the frame would have a red or pink tinge to it, because red makes up a lot of other colors you see.
What you will have to do, and let me say there are many ways to do this, is to export the frames you want color in to a photo editing application such as photoshop and then begin the hand coloring process. However, you can make this whole process easier on yourself if you start by 1. export the video frames to Photoshop when they are in color. 2. desaturate or turn your color video into black and white 3. once all the frames are finished import them into the video editing program.
To learn about how to add color to a black and white image either google the words selective color black and white images, or hand colored photos Photoshop. Either should get you the results that you want.

While photoshop is one way to do it ... the time involved is enormous. Premiere is the software designed for film and it does include built in filters that will convert to B/W.
