Some of the information you have been receiving is slightly distorted so allow me to clarify. All public domain TV transmitters have to go digital in 2008, not 2020. There are converters available that will allow you to convert the digital transmission to analog to work with standard televisions, so if you choose not to purchase a HDTV you can still receive local signals.
The choice is completely your as to updating to HD, however apparently you do not have any local channels in you area, as the FCC mandated that all TV stations transmitting over the public air waves, transmitt at least one channel digitally over a year ago.

That depends on what you do with your tv. If tv is all you watch then I would say wait for the technology to catch up with you. By then prices of HDTVs will have fallen drasticly. I on the other hand watch mostly DVDs. Even if I can't get everything in an HD format I can upconvert and get a better picture. Especialy since my favorite kinds of movies are ones that take you around the world. HD prices are really falling so in your case it would be wise to wait.

Yes that is a good idea. In 2010 all the local stations are switching over to HDTV, so you will have to end up having to get an HDTV in about four years anyway. Plus they are nice to have and to show off to your friends!
