You will never see a gain of 15hp from just a cold air intake.

You at the most get about 3-5hp increase

A cold air intake wont give you any noticeable HP gains. Maybe 2-3 more hp, but it's all just in your head. With a new CAI, the most you'll get out of it is a louder sound.

Yes it brings "colder" air into the intake manifold, but your stock setup works just the same. Most of the airboxes on Toyotas are directly connected to an air scoop, which introduces air from the outside of the car unlike short rams.

If you want a cheap setup, and don't have to be CARB legal, just get an cheap EBAY intake, and throw on a K&N filter. Much cheaper and gives the same result.
