A toque is a tall white hat worn by chefs. The pleats in the hat are meant to resemble how many ways there are to cook eggs.
the origination is somewhat along these lines. Years ago chefs were not recognized in society by others. As time progressed this changed. I believe it was in the 1600's when civil uprisings were plentiful, the royalty of the time wanted to keep their chefs from being enslaved. So, they hid them in monasteries with the monks, who at that time were wearing hats similar to the toque. At this point they were black in color. Then some years later they were changed to white for sanitary reasons.

A toque is a chef's hat. Not the tall stand-up ones, but the fluffed up falls over to the side kind (sometimes look like big berets).
