spray it with a mixture of fabric softener and water 50/50 mix let it sit for two minutes and try to remove it.

Use a small tool that will make small holes in the border - then use DIF -- you can purchase it at home stores - put Dif in spray bottle - spray over border - it will come right off -- worked for me on very difficult wall paper. Hope it helps. Good luck! The tool can also be purchased at home stores - it is small, circular, hand held and pretty inexpensive.

Steam does work, but then you have the cost of the steamer. Try using a hot water and vinegar mix. Wall paper remover doesnt work all that well. Try a flat razor and the vinegar/hot water. Put it on with a rag and let it absorb. Wait a minute or two and then scrape.

score it lightly with a knife and use a steamer or your iron(don't touch the wall just get really close)and let the steam penetrate a small section and scrape it off
they also have a product called DIFF they removes wallpaper and borders it cost around $5 and is at any home improvement store

equal parts of hot water and fabric softner. saturate one section at a time then scrape.
