I don't think God is ever evil.
One way to imagine how it works could be this: God creates the stage and props and even the pool of actors, but He leaves the scripts up to the actors.
Some things - like terrible storms and deaths caused by them or illness or Earthquakes that we may see as evil are really not evil. They're Nature. They feel like evil when they causes tragedy in terms of life, but they're not evil. Some people believe God stands by and is ready to offer some help in some way if people ask for it but that God isn't a genie who grants all wishes either.
I think real evil is only when people intentionally harm other living creatures or the Earth, but God doesn't create that evil. Most people believe God gives humans free will and isn't running the show as if they're a bunch of puppets. Usually when someone does some evil thing in this world it is the result of other humans (often his/her parents or other horrible situation) creating the conditions that turned what what once an innocent baby into an evil person. God doesn't abuse children and cause them to go nuts and commit evil. People do that.
If you have a really, really, good understanding of biological processes in the whole "scheme of life", and if you believe that God designed that set of process, you will realize that while they are kind of amazing in the way they work; they don't always feel all too compatible with the level of intellectual/social/emotional development of humans. If you assume, though, that the intellect humans have come to develop as a result of those biological processes, you can also assume that in time humans will find a way to reconcile that apparent incompatibility and come to see it not as "incompatibility" but as part of plan that works pretty well.
Some people who are very spiritual believe that all of us living creatures are in this life on pretty much God's terms, but that because we, humans, have been given the intellect and potential we have it is our job to try to do "God's work". Some people believe that if we, as a species, have enough time we will be able to get on that stage that God set up, do what needs to be done with whatever props we've been given, and come up with just the right script to produce an absolutely and amazingly perfect show that will reveal exactly how perfect God's plan has been all along.
When it comes to pain, some of it we bring on ourselves. Some of it happens when our emotions are in the way and Nature does its thing. Some of it is caused by other humans and society.
When it comes to what is genuinely evil - humans are the only ones who bring evil.

in genesis all that God created was good, until adam and eve sinned, then entered evil. not all of creation in nature is good. we are not born good. when we choose God we now have the ability towards good, but we still live in a sinful world and its influence of evil. God can not be both good and evil. He is good, Satan is evil. to have one, we must have the other. God is not the creator of evil.

No most defiantly God has no evil in him. the reason for evil is that God decided he did not want to create a bunch of robots so he gave all including the angels "free will". along with free will comes ego and pride and jealousy. when Satan who was one of the highest angles decided he was going to overthrow god is when evil entered the picture.

He doesn't create evil people do. People have the choice not to be evil and free will plays into all of this.

No God is always good,
he allows evil and suffering on earth,
to separate those who love him from those who hate him.

God is the source of all good. He created a world which was completely good.
Evil is the negative of good, the absence of good. Just like light and heat are the subsatnce and darkness and cold are the absence of them.

As sunlight passing through water crystals divides into the colors of the rainbow, so to the divine unconditional love (GOD)(good) passes from the heart through the minds concepts of duality dividing into good / evil, positive / negative etc and the emotioms of conditional love / hate & all the ranges of human emotions. This all occurs on the level of law. What level of awareness do you choose to live on; IGNORANCE, LAW, GRACE, or "GOD DWELLS WITHIN YOU AS YOU"
