I was wondering because my cousin is about to turn 18 so i wanted to know if he could buy it and if he could what would he need?

Yes, he can buy a ticket and he would not need anything other than a method of payment. Prior to his boarding the plane, he will need a photo ID and if he is leaving the Country, he will need a valid passport.

Yes and I when I traveled I didn't need any ID but that was within the United States

I don't see why not. I don't think you have to be a certain age to buy a plane ticket.
