Korea is becoming more popular. In many Asian countries Korean music, movies, and soap operas are opening up interest into Korea. When I was in the US the only Japanese culture I knew of was anime, samurais, geishas, and rumors about the yakuza. None of which made me want to go to Japan. I have seen a lot of Korean movies and soap operas which prompted me to visit Korea twice this year.
Also, Japan had the bonus of America's guilty conscience after WWII. We did so much damage that we decided to help Japan rebuild, but we didn't put that much interest into rebuilding Korea.

At the turn of the last century, Japan took over Korea, and when they finally got their independance back they've pretty much stayed to themselves. They want you to learn about Korea, but when you do, they hate you because they think you're trying to steal their culture. Japan learned to adjust to the world stage a lot quicker. Korea's still a long way away. Japan is really the only 1st World nation in Asia Pacific. A lot of the islands are still 3rd World. And Korea is really, when you scrape away Hyundai and Samsung, a 2nd World country. It's only those 2 companies and you could even throw in LG for a 3rd, that gives Korea the apperance of a 1st World country. I'm not saying this to put the Koreans down in anyway, I'm just calling it the way I see it.

South Korea was left stripped to nothing after the world war II, then the Korea war. It was still consider a war zone (technically it still is) for a long time while Japan get themselves rebuild.
being in a war zone make it difficult for people to get educated about over seas, For attempt to keep spy in and out of the country under control, the regular citizens were not allow to get a passport till 80's.
It still has a long way to go, but to see what they have accomplished in such a short time, I bet it will surpass Japan in no time.

I guess because in the west we have very little knowledge of Korean culture. Many people couldn't even tell you it's in Asia or there was a big war there in the 1950s. I'm not kidding either.
