I was in the Navy for 4 years, and a Seaman Apprentice is just a rank in the military (Navy). Pay grade wise, you are a E-2 and you will move up in rank (Seaman, E-3) depending on your work evaluations which will be made by person in charge of what ever division you go to depending on your job title, good luck.

SA is your rank. The type of job you do is your rate. I got out of boot camp as a SN, having spent some time in high school participating in ROTC. When I mustered out, I was a RM2 (Radioman 2nd Class) or paygrade E5. SA is just the level of your rank. The conditions of your job depend on your rating or job type.

SR = Seaman Recruit = E1
SA = Seaman Apprentice = E2
SN = Seaman = E3

and so on.
