If you live in California and you wish to drive a vehicle of any kind, you must have a valid drivers license and proof of insurance. It's the law. There are different classes of license (for driving a car, a motorcycle etc).
I cannot imagine any state not requiring a drivers license to operate a car.

If you don't drive you don't need a license obviously.

no of course not .... because we let any idiot operate motor vehicles. the law says you have to have a license to drive, just like every other state

Well you're not supposed to drive if you don't have a licence.. If you get caught without a licence (if police pull you over or if you get into an accident) you will be charged. It's very easy to get a licence.. legally!
