i never thought about it before, but i was eating some clementines and i always peel them off. just wondering

Just part of the rind.

They don't hurt you but they don't taste like much either. It helps hold the clementine together. Tangerines and oranges and so forth have the same thing.

Pulp, that's also where all of the vitamin C is located on oranges, clementines, and tangerines - it's in the pulp!
