First you are revolted, then you think it's normal, so which is it? In any case, I get it. We were all teenagers once. However, it is an invasion of privacy and disrespects you and your gf. While calling the cops may be a bit extreme and useless, I'd give this guy one warning...stay away or else. It's only funny if someone else is laughing. If this guy is an adult, then it's become perverse. He's got a problem with boundaries. You might need to find a new roommate.

Can't say that I engage in this behavior myself, but I can't imagine it being anything but normal. Your friend is overreacting. I mean, what would the cops do? Arrest your roommate for panty-sniffing? hahahaha
If your friend doesn't want her panties sniffed or is freaked out by it (which is understandable), tell her not to leave her panties lying around and there won't be a problem for her anymore. Of course she will think the guy is a creep, which is a normal thing to think about some strange guy sniffing panties behind her back, but you can't arrest someone for being *just* a creep.

Uh - well, that's pretty messed up if you ask me, and you sort of did...
In college I don't recall pantie sniffing as a big hobby, sex, drugs, alcohol... those were pretty much the norm...
More importantly she is offended and hurt. So the rule goes, your roommate is toast. No one offends or hurts a woman, emotionally or physically.
She properly feels that she's been violated - and you should support her in that.
If I was an advocate of violence I would have suggested decking him...
So kick him out. She's more important - and he needs to get a life.

Don't call the cops on him but do talk to him and tell him to keep away from your girlfriend's undies and to apologize to her. Its probably not a big deal for guys to sniff girls' panties but it's very frightening and creepy for a woman to see her undies mishandled in that way.
If you don't want your girl to have issues with you then you will need to have a talk with your roommate.

Leave a note addressed personally to him in panty drawer. He will never do it again. I did that with a bass who was perusing my locked desk contents after hours. The note was insulting & named him. I had a union backing me up however. He never did it again. I knew it was him by surrepititiuous means.The catch 22 is he will never admit to it, or complain about it. Only problem is keeping for laughing after trap is sprung.
