I know it sucks, but it's true. You can't spot reduce. The first place your body puts weight on is the first place it will come off. It may be that the place your body will loose fat last is your back. Mine is my inner thighs. :(

Your diet is a big part of loosing that excess body weight. About 80% of weight loss is your diet, only about 20% is exercise; however, there are some exercises you can do to get that back into shape.

1- Push-ups. Make sure you're pulling your belly to your back while you do it. This is a great overall workout and it will get the area your talking about

2- Lat Pulls. Any kind of lat pull down.

3- Rows. The rowing motion is awesome for your back. On a weight machine or on a rowing machine, this will get it tougher.

Try these. And watch that diet!

Eat healthy, and exersize.
I had fat rolls on my back as well, and I lost most of it by eating less than 33 grams of fat a day, and doing some cardio about 3-4 times a week for about 1-11/2 hours.

You should go sign up for a gym, and look for a personal trainer. They should give you a routine that will help you tone your body.

It's impossible to spot reduce, so you may not see the results you want really fast.
Just eat healthy (and not many calories) and exersize frequently.

Sorry to sound like a broken record, but yeah, you need to squeeze in more cardio and weight training (high reps), make some changes in your diet where you're consuming food that help you burn fat and speed your metabolism.

eat natural or maybe cut what you eat in half or add more on depending on your habits of eating right now. Normal exercise like set ups (that one work for several people i know), walking a mile a day.. the things you hear and get sick of hearing that take long time but it works and you will be happy at the end... it sucks but sometimes there is no short cuts.

sorry you don't want to hear this but cardio is the way. You kind of have to cross your fingers and hope your genes work with you.

You could try some back excersices to build more muscle there.
