We were just sitting at Starbucks having a conversation and he kept touching and rubbing my hands with his fingers. It wasn't that big of a deal on one hand, but on the other hand, I felt strange. I have only met this guy a few times so far. . . . I think I'll avoid him next time.

He is either the touchy feely type or he likes you quite a bit.

A sign of the other person trying to get you to do something(i.e.sex and such) is to constantly touch the other person so as to disrupt their thoughts and start thinking about the 'other' person instead of listening to what they are saying so that when you give the answer they want, you just allowed them to put their foot in the door, so to speak. It has been proven countless times that this is what people do when they seek affection and other things with a person they want as their intimate partner. When the touching is consentual on both your parts then it is okay, when one person is doing it, it isn't. So, go with your first choice and forget this guy.

Him touching your hand like that probably means he thinks he's getting somewhere with you even if he's not. Yank your hand away and give him a dirty look and hopefully he'll get the point. If not, you could always get loud and really embarrass him.
