I have two friends who are entirely into this but neither are single right now. Their b/fs aren't into though.
As intrusive a question as it might be, the best way is to ask the person. You could also pay attention to how they dress. If it is punk/gothic/skater, etc. then there is a higher likleyhood they'll be into it.

First off, I don't think you'll find what you're looking for based on someones appearance. I know most people such as myself who are into it will only dress up in the bedroom. Most girls are open to trying different things in the bedroom. What I suggest is finding a girl you like and hinting slowly that you're into bondage. If you're submissive suggest she handcuff you, or if you're dominant ask her if you could handcuff her. However, if you're a beginner I would suggest maybe not starting out in a club. Unless, you meet a nice person there willing to introduce you to the world of bondage.
