Depends, muscle weighs more then fat so you could be pretty fit yet have a weight thats considered overweight or obeese. Really if you're going for something ideal you'll have to go by looks to tell what you might consider over weight.

You have to use Body Mass Index (BMI) in this website (http://www.self.com/fitness/body/calculators/bodymassindex) and if your BMI is more than 23 or you can say more than 25, then you are considered overweight. You should use BMI because people are considered overweight or not according to their heights beside weights.

You are considered overweight when you weigh 20% more than your ideal weight.
Being overweight is not the same thing as being fat. It all depends how and where you carry your weight.

5ft6 or 6ft6, weight doesn't really tell the whole story. A woman is overfat when her body fat percentage is too high, which is usually over 30%-32%. HTH : )
