my female dog looks like shes pregnant but we dont know if it was my male dog that was neutered three years ago. so is it possible that he got her pregnant

It's possible that a dog, whether the neighbors or a stray, is the culprit. I know it's a very big problem with cats. Or the dog could have just been overfed, but I doubt that. I suggest you take the dog to the vet to check for sure that she's pregnant.

No that is why we neuter our dogs so they can't get female pregnant. If you female was aroung another male that wasn't neutered then he is probably the one that got your dog pregnant. She may not be pregnant either. might be false pregnant

It could be a false pregnancy on the females part. Get her spayed and you wont have to wonder if the neighbors dog is sneaky.

She probably got knocked up by the neighbor's dog or she is just getting fat.
