You do what makes you feel comfortable. If he wants to kiss and you do too great! If he wants to do more and you don't then don't.
The biggest thing to do is stop asking questions and wondering. Your feelings are the best guide to what is and is not right for you. Just make sure you are honest with yourself and the reprocussions of your actions.
What you do with your bf is totally at your and his discretion. You get to be the adult on this one and decide what kind of woman you are going to make yourself.

It's too early for sex. Making out and cuddling type of stuff is fine. Once you start having sex it becomes a main thing, meaning it'll happen all the time and you may get sick of it. Plus you never know if that's all the guy wants. You should trust and love him before getting sexual.

Three weeks isn't very long. But then again, if you have strong feelings towards him, and you want to have sexual relations with him, then go for it.
There are also other options you have besides just sexual intercourse, that are also considered as 'sex'. In case you don't think you're ready for having intercourse.
But if you don't want to rush into anything, they don't. Just take it slow if you prefer not to rush into anything, and he should understand.

You might want to take it slow or risk being called a --. There's more BEST things to do with your b/f than makeout or s*x. If you give it up now, there'll be no more spark in your relationship.

If you have to ask a group of strangers if you should have sex or make out with someone then you have problems. If you don't have enough self respect to make that decision for yourself you shouldn't date anyone.

u have to do whatever u feel comfortable doing, if you wanna just makeout then just do that, if he pressures you to do more and ur not ready, then hes not worth ur time. but i would suggest with 3 wks, the farthest u should go is probably kissing

well if its been more than 3 dates then you are dating on borrowed time.. most guys will dump you if you haven't put out in 3 dates... so.....
