Contrary to popular belief....it takes TWO licks (not three) and one crunch to get to the center of a tootsie roll pop. So the answer is really two. As the Ow said on the commercial "....Uh oneuh, Uh two-uh and ("CRUNCH") thuhreeeeeeeee!!"

You don't need to lick it to eat it, just chomp away. You can always lick your lips afterward, though.
