Not anymore, the is no "Civil Defense", just FEMA.

A few years ago a friend got sick and her hair started to fall out. We got the mine safety people to come out and run radiation checks. Turns out there were barrels of radioactive material leaking into a pond she was swimming in, so keep looking. You may want to run a search using mine safety as a key phrase.

there really is no need now. when there was civil defense the weapons were small by today's. standards. Now there is no place to hide.
