well, if you really want to know, it's because we're bilateral creatures. In utero we're a flat sheet of cells that folds over (like a taco) to form a tube of cells. The tube forms the digestive system, which in turn helps for the larynx.
The nostrils are formed long after that, after the face has already formed, from stem cells that are placed through genetics, approximately where they would form. Score one for evolution, or the Designer, whatever your belief system.

The nostrils are smaller than the windpipe, there are 2 so that we have more capacity to warm and moisten the air before it enters the lungs...;

incase 1 gets blocked, or incase some idiots try to stuff oranges or whatever up their nose they make 1 big hole into 2 smaller ones
