It is normal for all birds to groom themselves regularly, some do it more than others, your cockateil could be starting a moult and is just opening the pin feathers.
To help your cockateil try misting her with luke warm water in a spray gun.

Birds groom themselves a lot so it is most probably normal! If you give him regular baths (mist bottle or a shallow bowl of warm water in the bottom of his cage) which helps him keep his feathers healthy and keep an eye on him to make sure he doesn't seem too distressed then it should be fine.

If it seems as if he is distressed and grooming all the time then it could be mites or some other parasite or his skin might be dry. You could take him to an avian vet to get his treated for all the common parasites, or maybe even get a mite spray from a pet shop, although these can be ineffective so be careful.

But it's a probably fine, birds groom a lot as they need to keep their feathers in top condition.

It''s called preening and all healthy birds do it. They have a preen gland they use to keep their feathers nice and shiny.

If the feathers ever get dull or dry the bird is not preening properly and should be seen by a vet.
