Well first off, you are going to have to move outside of America, because thanks to the new gambling law that Frist shoved into an anti terror bill, you will become an outlaw. In fact if you get involved in an online gambling site in America, you will be arrested. If you move abroad to a country where gambling sites are legal, you can never come home again. Even visiting America as an owner of an online gambling site will make you subject to arrest.

Assuming you are willing to become an outlaw, you will need several hundred thousand dollars. You will need an office, some servers, and a team of programmers to build the site for you and write all the software. Then once you have created the infrastructure you will need to spend several hundred thousand dollars on advertising to add some credibility to your site, or no one will give you money.

Realistically you are going to need about one million dollars to start one of these sites and compete with any of the major and well established sites.

Step One : Move outside of the United States, as gambling over the internet is illegal there, and you want to keep the money you earn.

Step Two: Find a domain name that isn't already staked out, that differentiates you from the hundreds of gambling sites already out there - maybe "partypokerripoff.com" or "fulltiltclone.com"

Step Three: Find some good web programmers who'll do the work in exchange for free accounts. Make sure you keep an eye on them, as people doing work for illegal websites aren't the most scrupulous, and you may get complaints when three or four web designers are always winning the big pots.

Step Four: Buy some spam lists, so you can advertise your new site to millions. Being out of the states already, you don't have to worry about those pesky "anti spam" laws they keep trying to pass (and enforce) here.

Step Five: Head for the beach, because the money just rolls in all by itself, and you'll have nothing to do now but drink Pinna Coladdas and chase scantilly clad senioritas!

You do NOT need to move outside the US, but you DO need to set up a company outside the US. I know a guy that lives in Vegas that owns a site, so I know for a fact you can do it while living in the US. Sorry, I don't know the specifics of it though.

look for a domain host, also you will need servers which can be leased and a very good understanding of how to make a webpage. YOu might want someone else to design and test it etc. It would be money consuming and time consuming.
