Many times I am on either the mac or PC then realise that a site I want to look up is bookmarked on the other machine. The 2 machines are not networked but can be when needed for a short time.

I hope someone can help. Thanks very much in advance.

Well, you take your Mac down to the local rifle range and set it up on a post down range and then shot the hell out of that toy box piece of crap.
It doesn't really solve your problem, but man is it FUN!

When I needed to transfer bookmarks from one PC to the other, I saved the bookmarks as an .html file (they may already be saved as such) and moved them around using the import/export commands. If I recall, I saved the bookmark.html file to my jumpdrive and then imported it to my laptop (or something along those lines.) It worked from PC to PC. No reason it shouldnt work on pc <--> mac.
As far as merging the two, Id suggest renaming one of the bookmark files and adding a '2' on it or something, save them both, then import the file from the pc to the mac, and then import the other one from the mac to the pc.
If there are common bookmarks, well. Guess youll have to manually go in and delete the copies the old fashioned way.
Good luck!
