I was under the impression that the salad fork is to be used for the salad because you are eating it at a separate time than the main course. If you're having a side salad in another bowl along with the main course, I wouldn't call that 'proper' so I don't see why you would be concerned about which fork to use. If it's on the same plate as the main course, I also don't think you would be switching forks.

Salad should be before dinner, but if not, then no extra fork, unless you're taking the salad plates away mid-meal, then you might as well take the fork too. Otherwise, it's all their own germs, so let them use the same fork. They don't want a separate fork for the sides and the meat too do they?

If you have smaller salad forks then use them, otherwise don't worry about it. If your dinner guests are going to judge you based on your lack of fork or excessive forkage, don't invite them over anymore.

Generally, there's a new fork for every course.
So if the salad is served before dinner, you have two separate forks for salad and dinner.
If the salad is served at the same time with dinner, I'm not sure about the rule, but I think it would make sense to have just one fork.

If you're hosting an informal dinner party you can use just one fork. Or if I were serving the salad first and then clearing the table for the main course I would set out two forks. Formal dinners would use two forks as well as a dessert fork.

If you are holding a fancy dinner party then a salad fork and dinner fork are appropriate. If you're eating at home, you could eat with your hands for all anyone else would care. LOL

If you have both, it's nice to use them---but if you've only got dinner forks in your best place settings, you're going to have to make it do double-duty. (This might be the case also, if you pulled the nice salad forks to reserve for the dessert cake or pie.)

Nice company won't fuss at you, whether you double-use a utensil OR end up mixing place settings (which can also be an option). Nasty company that comments on your table settings does not need to come back to your house, IMHO.

So does that mean you got a regular fork or something? Either way, I wouldn't go back to complain. just call. Unless you have that much time on your hands and nothing better to do than waste your energy complaining about a friggin' fork.
