Any roots vegetables, of which carrots are, should be stored in a cool, dry, well ventilated area. Actually, the best way is in a cloth bag in the vegetable crisper of your fridge (this is the next best thing to storing them in a root celar, which not too many of us have now a days).
As for when can you eat them, if they are moldy I wouldn't suggest eating them. Also, don't eat them if the eyes (yes, same as on potatoes) have started to take root.

Carrots keep very well in the fridge for quite some time but you will certainly know if they have gone moldy or just dehydrated and not fit for consumption as it will just be that obvious.

definitely keep them in the refrigerator. in the crisper is best. or you can wash and scrape them and keep them in a ziploc. I've never seen a moldy carrot, but it's a good bet not to keep any fresh veg for more than a few weeks, for sure less than a month. and please, don't eat them if you think they have mold on them. just buy new ones. they are cheap enough

I guess i am not sure how long they will last, but to keep them for the longest, and keep them the crispest -- store carrots in a rubbermaid type container, submerged in water. Works wonders, and they will always taste fresh!
