I live in an upstairs apartment, and I do my best to be considerate of all my neighbors. However, I have had my dart board stolen from my patio. (funny, they took that and not the $100 table saw.)
I also have neighbors who for the life of them could not hit the dumpster for anything when it comes to throwing stuff away, and my downstairs neighbor is a tuba player. I suppose I really cant complain too much my bf plays the guitar, but not ALL THE TIME!!! I hear a constant ooompa sound all day long, and all night. He must get tired from all that blowing. (No pun intended) He speaks spanish only, I don't. How do I politely ask him to keep his practice down to a decent hourly time, or to carpet his ceiling( anything to cut down on the noise)?

You don't ask him anything. Tell the superintendent about your problem and see what they can do about it.

These may help:
1.) Don't keep anything on your patio that you'd be upset if it went missing.
2.) Don't worry about the dumpster, unless it's right next to your door and you have to walk around it to get in. If it bothers you that much, leave a note on the dumpster.
3.) Find a friend that speaks Spanish and ask them to interpret for you, or to translate a letter per your dictation so that you can give it to them.
4.) When he starts to oompa, Turn your music on, that should help some, or let this be the time you go sit on your patio with a cup of tea (or a beer, whatever). Figure out his schedule, and work your quiet time around his. My best friend's dad plays tuba for the Air Force band and teaches private lessons, how'd you like to hear that in the next room every night after dinner? lol.

I live in a large apt complex and most everyone is respectable when it comes to no loud music no loud yeling etc but as far as the trash dumpster, stuff is everywhere out there. They just walk up to the enclosure and throw the stuff right down on the ground and not in the dumpster. Also the city provides bins for plastic, newspapers and one other one, i forget what it's for ,but people throw regular trash in those too!

Find out the local noise laws (most towns/cities say loud noise has to be stopped by 10pm or so) and then find someone who writes Spanish and write a friendly letter informing him of the times and suggesting carpeting on the ceiling.

As far as the neighbors who miss the bin...if you see them do it...pick it up, put it in a brown paper sack and write, "you missed the bin, try again" and leave it on their doorstep.

I feel bad for ya! I have a neighbor who's beagle dog barks 24/7! It drives me insane! I have called the cops on her twice and it did nothing! People are so rude!!!!!!!!!

provide up doing it. in case you truly have the urge to serenade your neighbor perchance you would possibly want to %. up a quieter device like a maraca, or purely purely stand outdoors and air guitar.
