They are probably staring at you wondering how you walked out of your house looking the way you did. When they turn and throw up, thats not a good thing dude.

They either find you attractive or funny looking in some way. Sometimes they could just be in lala land and dont even realize they are looking at you. Ive done that and then snapped out of it to see a guy looking at me as though I was checking him out.
