Well, I personally use Google picasa as photo software to Convert image files between JPG, BMP,TIFF, GIF.
In fact , Picasa support most mainstream image formates.
What's more,with Picasa you can search and organize pictures in your computer, making picture CDs easily and making many effects just by one click.

There is a great program called Photofiltre which you can download from http://www.photofiltre.com. Download the free version, and it will be the only tool you need for all your picture conversions. On top of that, you can do some great edits to the photos.
I have started to use this program instead of some of the more bloated (and non-free) programs that are available out there. It's small, takes up hardly any resources and simple to use for even the most novice of users.

use MS Paint in your accessories.
Open the file with Paint - and the File --> save as, pick jpg or jpeg extension. Also, just fyi, you'll on quality having pictures in jpeg or jpg, but they will definitely be smaller ;).

Open up the picture with Paint, on the Start menu under Accessories. You can then Save As... and select JPEG in the drop-down menu.

The best and easiest is use Microsoft Paint which is usually included in all versions of windows. Click on then then and then check where program is click on and open your image in it then click on file and then and select jpg just below where you write the file name that is it.
An other Free program is Irfan View which is very light and converts in batch as well to download visit http://www.irfanview.com/

Paint will convert bit maps, or any graphics editor program, try www.tucows.com and search on graphics editors in freeware
