As most people have said, this is not sexual. It's a dominance behavior that naturally occurs in the wild among wolves, Cape hunting dogs, dingoes, and other relatives of the domestic dog.
Your dog that mounts the other dog is trying to get the message across that she is the boss.

Some say they do it out of excitement, sometimes it is thought to be a dominance issue. I don't believe there is a definite scientific explanation for that behavior but it is a common one. Dogs do it whether male, female or fixed or not fixed. Some people don't care if their dogs do it, I don't like my dogs to do it. I wouldn't mind if it was occasional, but one of mine was around a dog that did it a lot and so she started trying it a lot and I stopped her from doing that. I don't like it and a dog can be trained not to do it just like a kid can be trained to have table manners.

Dogs mount each other to establish dominance - it's not sexual! The alpha dog in the group will usually do this as a reminder to the other dogs "I am in charge, buddy!"

a lot of times two females will do it when there in heat sounds weird but if it bugs u try doggie diapers
