keep in mind that without the baking power the cookies will NOT be soft, they'll be crunchy, I remeber what my cooking teacher taught us. Itook cooking classes from 7th -12th grade. PLus, I had 2 sets of grandparents that wer ecooks, a cousin 3 cousins that were cooks too, & a bestfreind & her mom were cooks, & bakers. I learned alot from them.

You need both. The baking powder helps to make the cookies rise. Otherwise they will be very flat and dense.
If you don't have any baking powder go to the supermarket and buy some. It comes in a little can and should be in the section where they sell flour and cake mixes. Ask someone to help you find it if you can't find it yourself. If you are going to learn how to bake, baking powder is an essential which you must have in your cupboard.

Flour and baking powder are two totally different things. Baking powder is a leavening agent. Don't try to sub flour.

No, they are different, you don't have to use baking powder, the cookies will still be good, but not the same texture as you are use to
