Why is my Internet Explorer in japanese?

I have a user on my computer that speaks Japanese. My windows account is in English. When I downloaded IE7 it comes up in Japanese. How can I change this?

Internet Explorer 7: Tools > Internet Options > General (tab) > Languages > Language preference

click VIEW>Encoding and choose western
