well first look at the space,,does the window give u the feeling it's small + if so then tall and wide curtains will help that feeling
and if the window feels too large for the space then small curtians,,,
no set rule but if the space feels large or small that is how u make the decision for this

Most traditionally the curtains are hung just above the window frame, within an inch. However, there are many designs that do have the curtains being hung from ceiling to floor. I would suppose this would be done to match you taste.

My ceilings are only 7' so I put my curtains right below my wall molding to give the room height. If you have a tall room put them right above the window

Generally you would go just above the window frame, but you can make small windows feel larger by adding sheers from floor to ceiling.

I wouldn't worry about what is right or wrong, it is your house and you have the low ceiling to deal with so I would put them up the way you want them to affect the room.
Most common everyday houses are not show homes so it doesn't make any difference to anyone but you. You have a style all your own and you should let it show. You are unique go let it all hang out.
What ever works best for you is the way to go.

We had the same problem and we decide to use "Spring Tension Curtain Rods". They are spring loaded curtain rods that do not require any screws to hold it up. Spring loaded curtain rods are held in place by a pressured spring which is inside the curtain tension rod and you compress it to fit in the area you wish to mount the rod.
