Global atmosphric circulation is more dependent upon the water/moisture contents than on the level of carbon-di-oxide in air. CO2 is mainly responsible for global warming whereas the amount of water content decides how quickly the air would get heated up. This in turn decided the circulation cycle to be followed.

Water for sure. Not only is water vapor a more powerful green house gas than carbon dioxide, but there is much more of it. All the global warming predictions rely on assumptions about how the water will behave.

Seems to me that water would be the greatest driver of atmospheric circulation since the concentration of water varies so much throughout the atmosphere and that one law of thermodynamics says that a system will try to reach equilibrium.

sure and No!
