What is the best car navigation system?

I am wondering what Plug and Go GPS system is the best. I want to buy one for someone for Christmas and don't know what to look for. What is a good GPS, what should I look for while looking for one, and where can I get it? Thanks!

A Rand McNally road map... costs $2.00 and folds unobtrusively into your glove box or console.

Ive heard tomtom is really good.
