The stiffness in the neck indicated you have a problem that has increased to allow an inflammation process to involve the nerves of the brachial plexus..(the nerves to the arm). You will find there is still restriction of motion of the head to one side. When a nerve has pressure on it for any extended period of time, it acts as an anesthetic.. explaining the numbness. The tingling telling you a nerve is under a state of irritation. Is similar to what the aftermath is after you hit your crazy bone.
Perhaps you should consider highly, the consultation with a doctor of Chiropractic.. and have the cause of the problem taken care of.

I have the same problem. It depends on a lot of factors. When I am in doubt about things to do with my medical concerns, I ask myself tons of questions. Start with the little questions and work your way up. Such as: Lifestyle(i.e. smoking, overeating, drug use, alchohol use), Age, Personal/Family history (i.e. heart attack and/or stroke, previous illnesses, including but not limited to, organic brain injury that may lead to stroke, high blood pressure, high cholesterol, etc.). Last but not least and hopefully the culprit, numbness caused by resting left and/or right forearms on edge of computer desk to reach keyboard, causing aforesaid numbness up left and/or right arm due to carpal tunnel syndrome or hopefully, a pinched nerve in your neck from spending too much time at your computer! Check out some ergonomic furniture and SEE A DOCTOR RIGHT AWAY. SEE A DOCTOR RIGHT AWAY, AS SOON AS POSSIBLE! SEE A DOCTOR RIGHT AWAY! Seriously, you could be on stage for a stroke or heart attack! This really does not sound like an MI or stroke and definitely not arthritis, it could be carpal tunnel syndrome which starts with tingling and numbness in the arms, go to your doctor and speak to him about it

When I got that tingling feeling and numbness it was due to me hurting my back and popping a disc. Don't wait too long becuase I almost did and they would have been nerve damage if I waited too much longer. Go to a doctor and check it out becuase the nerves can do funny things as I 've been finding out.

you might have hurt your ulna nerve think of hitting your crazy bone really hard I damaged mine playing baseball and it took over a year to heal
