Yes, HE said to Moses "Now let me be, that my anger may blaze against them and I may exterminate them, and let me make you into a great nation" Ex. 32:10.
Well, God was talked into changing HIS Mind by Moses' reasoning with HIM.

Genesis 6 speaks of God regretting the creation of man because if his wickedness. Yet taken along with other passages, it seems the wording is intended to show God's disapproval rather than an actual change of heart. God had already promised salvation for man and his sin earlier in Genesis. So the answer is no.

Genesis 18 tells of Abraham intercedes on behalf of Sodom

The god of the old testament apparently changes his mind a great deal. He continually contradicts himself. I don't know about Islam. In hinduism, several odd contradictions may be found.
