who can I contact about it. Its really really loud and literally shkes the windows and rattles the dishes when it takes off. There are regs on how load cars, atv's, motorcycles etc, are there on private planes as well?

Okay for those of you who say too bad deal with it or you didnt ahve to move there have no clue. Our family have owend this property for 50 years. There are 4 seaplanes on our lake all cessna types and this one is the only load obnoxious one. This plane is differant and Im guessing since its one of 4 and its the only load one ther is something to take issue with ...

Is it a Sea Plane or float plane? It the person has a nice bush float plane with a high angle prop, (that allows him to take off in short distances) and they takes off short using high engine rpm it will be much louder than if they would just take off normal using more water. This is just like saying, you have 2 guys who own corvettes, and are at the stop light, do you really expect both of them to not race off the light? Or will the granny in the cutlas caprie beat them?

There are regulations on the amount of decibels that they can put out, but that is governed by your local community. In Alaska there are decibel levels on lakes that have many float plane owners on them. Sometimes you just have to live with the fact you live on a lake. So am I right by guessing you complain about the jet ski's and ski boats in the summer time too? Its part of living on a lake, and the outdoor fun that comes with it. If you wanted to enjoy a nice peaceful lake, move in the country and dig a pond, if ya build it the geese and ducks will soon come. ......hell maybe even a tree bark chewing beaver!

Contacting your local FAA wont help you much at all. The FAA will listen with a kind heart, and maybe give you a local number to your noise pollution officer, and put your complaint on the back burner. I have a hunch, that if you report this person, they will only start buzzing your house or taking off closer to your shoreline rather than the center part of the lake.

Its like people who buy a house by the airport and complain about the noise in the take off and approach pattern. ITS LIFE. I'd be glad to have the plane around, better than teenagers running down the street with their suped up rice rockets, playing some music that has no words to it, with a coffee can as a muffler.

If you live on a lake and they allow seaplanes to land on the lake, it's part of living there. It's something you should've looked into when you moved in. It's not like the seaplane can help it... they don't have special plane mufflers. :-)

FAA

If it's a single-engine, the pilot likely has the prop turning too fast, and the blade tips are going sonic. Not good technique, as he's losing performance.

No not really.
Aircraft are not required to use mufflers.
There is not much you can do about it, other than wear ear plugs.
If he flys low on purpose then you might have something, however if he is taking off and landing there is little you can do.
