On the 45 seater: 1 pilot, 1 first officer, and 1 flight attendant.
On the 74 and 70 seaters: 1 pilot, 1 first officer, and 2 flight attendants.

Each company has said to the FAA, We are going to operate this way. They must follow these guidelines they provided to the FAA, or they can be fined. In the larger commercial aircraft, you have more flight attendants because of the amount of paying passengers that they have to provide food and beverage service to. After September 11th, one flight attendant must remain in the first class section, and if the pilot or fo needs to use the facilities, then he/she is to take their position in the cockpit securing the door. There are numerous combinations of this. Depending on which company it is.

I know that there are airlines that use Cessna 172s as their type of plane. Given that, the minimum number of employees on the plane would be one -- the pilot!
