I wound not do anything at all if I am not 100% sure. If yes, then the person who stole needs to be brought to justice. Who knows what else he has done. But the kid is innocent and I would not be happy to snatch away the trike. If I cannot afford another trike to my tommy, I will try to see if the two kids can share or may be work out some other compromise.

Secondly, I would not beat a child. ANY child, legal, or illegal.
I would ask my son/daughter why is their bicycle being ridden by Jose/Juanita, and if he tells me it was stolen, I would confront the child, and his or her parents. If the bike is not returned immediately, I'd call the police, and have the bike returned. Then the parents and the child get a nice, sweet day in court for bicycle theft, and the child, on a conviction, gets to do community service!

Even if he is illegal he still has the protection of the law. As it would be illegal for you to take the law into your own hands and beat the child or adult for that matter it would still be the same if he was illegal. You are required to obey the law just as an illegal is.
