Word for word, you can either say: C'est l'heure de ranger tes jouets maintenant, or Il est temps (c'est temps) de ranger tes jouets maintenant. The maintenant can also be inserted between c'est and l'heure (or il est and temps) but then the whole sentence sounds more literary and less oral. Personally I'd rather translate it as: Il faut que tu ranges tes jouets maintenant (or Il te faut ranger les jouets maintenant), which sounds more natural and everyday to me.

I agree with Zoopy, but if you are talking to a group of children and not to just one child, then you would say:
C'est l'heure de ranger vos jouets maintenant.
