I wondered if this was someone's homework assignment too ... if you're meant to be thinking and writing about this on your own, do it.

This type of analysis is in my field, and I'm willing to answer. If you mean to pass my answer on to someone else, you'll have to rewrite in your own words, which will require you to think about it at some length, and the hypothetical assignment is probably meant to make you think. So I'm going to believe it's okay.

Ready? Here we go.

The phrase has a speaker in it: "I" -- this person is suggesting that he or she (gender is unspecified) will tell the auditor or audience, an implied person or persons hearing this phrase and not mentioned in it, about "every place and person that" he or she has been. This suggests that the speaker believes he or she has been more to than one place and also that he or she has been more than one person. The speaker may believe in reincarnation, that he or she has been born over and over again as different people in different places, but that's only one possibility. The speaker may simply mean that he or she has 'grown up' and changed over time, moving through space from place to place and growing from one version of themselves - one person - into another as time passes.

It sounds like this phrase is a symbolism or retrospect of a person's life. The first part saying "i'll tell you every place..." is an accurate account of all the places that this person has ever went too. and as the second part "...and person that I've been" could represent two different things. It could mean that at each stage of this person's life from birth to old age what he or she was thinking about doing or becoming and did for jobs or it could mean that a personal account of all the people this person has ever met.

Phrases are tricky to always know and understand their meanings sometimes. Just like cliches and expressions. Sometimes they are rather explanatory while others are extremely confusing.

Well, the first part "I'll tell u every place...I've been" is pretty clear. The second part "I'll tell u every person that I've been" I think is referring to the idea that as we grow, we change and it may seem like we are different people from time to time.
