The term means "New Conservatives". Their ideology differs somewhat from that of the "Old Conservatives", whose belief system is more consistent & above board. In other words, the real neo agenda is more hidden than the old conservatives' agenda.
The original Conservative ideology was for government to stay out of the affairs of the private sector. They acted on the belief that business & individual matters is best left left with the people & not in government. The neocon record speaks for itself. Though they pay lip service to this philosophy, The actuality is, never before in this country has the Govt been more intrusive, at the expense of small business & the public at large.
Open mindedly comparing the records of Presidents Eisenhower, Ford & Reagan with Bush, Cheney, & Robertson will show the truth of this argument.

Irving Kristol (the "godfather" of neoconservatism) wrote a thoughtful article about this in The Weekly Standard a few years ago. He suggested that neoconservatism involved many classical conservative themes like lowering taxes and decreasing social services, but was less adverse to other big government programs and more aggressive than some other conservatives in using military power to protect its interests in foreign affairs.

Neocons are mostly former Dems who became disgusted with the Democrats opposition to defending the USA. We are mostly hawkish on defense but moderate on other issues. I don't think Giulliani was ever a Dem but his positions are mostly Neocon.
Contrary to what Libs seem to think, we do not care who you sleep with or who you marry. We do not want the USA to become a theocracy. W don't hate poor people. We are really nice people once you get to know us.

actually a neocon, is a person who thinks they are conservative, because some of their views fall into the idology of conservatives.
while some of their own beliefs do fall into the respectable conservative ideology, Neocons' ideologies are so extreme in their right-wing beliefs, that conservatives look moderate, and moderates, look left-wing.
anything that disagrees with a neocon's extemist right-wing self-declared correct thought, is evil. These are the people who twist the words of their own religion to fit their own views, not change their own views to conform to the religion they claim to be members of.
they are a sick lot, who think abusive people like Rush Limbaugh, and Anne Coulter, are factual and truthful rather than derogatory, billigerant spin-meisters, who attempt to spin every situation into a positive for the people who write the paychecks to them that you and I don't see.
these peopel are loyal to nixonian people like George Bush, who are actually Neoliberals, who think peace can only be achived through acts of brutality, martial law, and corporate domination.
Neoliberals actually con thesir follows, into thinking that reducing taxes actually follows their agenda of a weaker centralized government, while making the government a tool for espinage, and secrecy.
its like taking a girlie looking automobile, and putting a stealth engine in it. it looks weak, but under the hood its one of the most powerful things on the street.
