WET IT! Soak it, or steam it off with a 'wallpaper steamer stripper', if it is PVA based as most of it is, it will come of when it gets thoroughly wet with a scraper

most methods are laborious and just a pain in the neck.
figure out what you want the surface to appear like once finished then proceed to the job at hand.

for instance: if you want an orange peel or rough look, just use joint compound over the surface and skip trawl the wall with a sand finish and get the brocade look. If you need a slick finish,trawl it slick and paint with a Matt roller. If you want a slick finish and then wall paper, do the same then railroad your blank stock then hang a nice paper of choice.
