Can I use an old SVGA PC monitor to watch a DVD with just a stand-alone DVD player and no PC?

As the output resolution for an older monitor and the output resolution for a DVD player intended for a TV are very different, I would say it is unlikely that you could get them to work together.

A computer signal and video signal are different signals. It requires some additional electronics to make it work. The additional cost would just make it more worthwhile to buy a TV or connect a PC to the monitor.
