With proper documentation and going through the correct channels, yes. My friends wife is Hungarian and he had to come here and wait 4 months before she could come here legally. She also needed a sponsor that wasn't her husband.

In order for the foreigner to attain permanent residency in the US, the American girl/guy must file Form I-130 "Petition for Alien Relative". If the foreign spouse is not already in the US, he/she must wait outside the US until the petition is approved.

It depends. If the foreign-born person came into the US through a visa or passport they can stay and begin their immigration process. If they came in illegally, then there is no way unless the immigration laws change. If you marry out of the U.S., the American needs to petition so that the person can come in legally.

They have to apply for a green card for the foreign spouse. There will be an interview where immigration will want to determine if the marriage is genuine, that is not entered into just to evade immigration law.

It takes years of red tape for the spouse to become a citizen which may include them (goverment) coming to their home in the middle of the night to make sure the are in a real marriage not a fake one.
